As a community based methodology of Police Operations and Management, it\u2019s the <strong>Stakeholders involvement in Preemptive Decision-Making<\/strong> that must be a major factor and emphasis in directing law and order.<\/p>\n<p>Not once in American History has there been a time that crime was solved without the Officer-Citizen partnership.<\/p>\n<p>Not once!<\/p>\n<p>In the post-Revolutionary period, it was the Local Sheriff\u2019s and Federal Marshall\u2019s that interpreted local mores and law to keep the peace.<\/p>\n<p>Those local lawmen were the first to practice what we now call \u201c<strong>Adaptive Leadership<\/strong>\u201d \u2026 responding to crime and community concerns as they arose.<\/p>\n<p>On October 22, 1791 <strong>Sheriff Cornelius Hogeboom<\/strong>, of Columbia County, New York, became the first known Peace Officer in American History to be \u2018<strong><em>Killed in the Line of Duty,<\/em><\/strong> while serving an Order of Ejectment \u2026 an Eviction.<\/p>\n<p><strong><u>Operational Law Enforcement has always been a Local Policing Partnership<\/u><\/strong><strong> \u2026 <u>Between the local Community and their local Police Agency<\/u><\/strong>.<\/p>\n<p>In 1835, to address the murder rate and increase in property theft, Texans appointed the <strong>Texas Rangers<\/strong> as the oldest statewide police agency. The major property theft at the time was fastest conveyance of land \u2026 <strong>a horse<\/strong>. Before there was Grand Theft Auto \u2026 there was a Grand Theft Black Caspian Stallion named Bey. Imagine the broadcast of the <strong>Ranger Stephen F. Austin<\/strong> on his first would-be <strong>G-Ride<\/strong> while following cattle rustlers \u2026 \u201c<strong>We\u2019ll head \u2018em off at the pass<\/strong>\u201d.<\/p>\n<p><strong><u>Again, Operational Law Enforcement is always between Local Policing Partners<\/u><\/strong><\/p>\n<p>In the fall of 1881, the <strong>kinship and hatred<\/strong> between the field cop and street gangsters was famously illustrated in Tombstone, Arizona. It\u2019s difficult for the civilized world to understand the <strong>Holy Calling<\/strong> of an Operational Peace Officer. It\u2019s an oath of honor sworn before God by every child that played <strong>Cops and Robbers<\/strong>. <strong>Doc and the Earp Brothers<\/strong>, like our modern day <strong>Gang Enforcement or Crime Suppression<\/strong> Units, they earnestly believed that they wore the white hats and the <strong>Cowboy Gang<\/strong> preys on society.<\/p>\n<p><strong><u>Throughout American History, Law Enforcement has <\/u><\/strong><strong><em><u>always<\/u><\/em><\/strong><strong><u> been at its best when partnered with the Community<\/u><\/strong>.<\/p>\n<p>Today, we are faced with groups committed to chaos like Sovereign Citizens, the Occupy Movement, Anarchy, Black Lives Matter, and Anonymous.<\/p>\n<p>In this <strong>Age of Anarchy<\/strong>, I\u2019ve been reminded for the past few years that I\u2019m a <strong>Professional Citizen<\/strong>.<\/p>\n<p>Peace Officers are merely a cross section of this American Society as citizens who are acting on the behalf of our own communities. We have received a <strong>Holy Calling<\/strong> to be Professional Citizens.<\/p>\n<p><strong>Police Community<\/strong>: I\u2019ve been deployed to virtually every <strong>Black Lives Matters<\/strong> protest in Los Angeles since the inception of BLM. As a <strong>Black Police Sergeant<\/strong>, it was presumed that I might garner a certain amount of deference that my law enforcement counter-parts may not, AND I\u2019m cool with that because I recognize the <strong>power of the Team<\/strong>.<\/p>\n<p><strong>Black Community<\/strong>: Similarly, I\u2019ve enjoyed a beautiful <strong>Young Black Girl<\/strong> who regularly calls me a \u201c<strong>Sellout\u201d \u201cHouse Slave<\/strong>\u201d and my all-time favorite \u201c<strong>Porch Nigger<\/strong>\u201d to please her protestant mother. In like manner, I\u2019m still cool with that too because I\u2019m proud to protect the citizens <strong>constitutional right to protest the government<\/strong>, not matter how misguided their message.<\/p>\n<p>I\u2019m the <strong>product of the Police and Black Communities<\/strong> \u2026 and I\u2019m cool with that because it is <strong>My Holy Calling<\/strong> to provide <strong>redress to the grievance<\/strong> of local communities. There is a uniquely spiritual and cathartic stirring in knowing that we are merely local citizens, from the community, protecting and serving these communities.<\/p>\n<p><strong><u>THE CONCLUSION<\/u><\/strong><\/p>\n<p>In this Era of Anarchy, we will solve Policing Issues together or fail while apart. It\u2019s a simple choice.<\/p>\n<p>The Police and the Community. We will define our values, set goals, and redress the community needs, or\u2026<\/p>\n<p>We will languish in hate, rhetoric, and community dissention. It\u2019s a simple choice. <strong><em>Integrated Policing is <u>about Stakeholder Team-Building<\/u> and the development of <u>Actionable, Operational Plans<\/u> that positively affect the community<\/em><\/strong>.<\/p>\n<p>I choose Team Building with the community. iOP\u2019s is the Stakeholder\u2019s the necessary method of bridging the Police-Community gap.
